Institution Comment In the effort for continuous improvement following the national accreditation based on the standards of Vietnam’s Ministry of Education and Training, FPT University has established the ISO 21001 project team to restructure the documentation system to meet the requirements of improvement following accreditation. One of the processes in the restructuring the documentation system is the Governance Process – the Process regulating the development, implementation, and improvement of strategic operations in all levels of FPT University. Specifically, in terms of the objective "Develop profession and personality (for students) towards international competency", FOB measured its performance via the historical data. In terms of 3 other objectives (increase the number of academically qualified faculty, build RDC successfully, and expand the accredited FOB to other campuses), they have been developed and monitored accordingly to ACBSP recommendations. The other surveys will be related to activities that are currently not present in the Process (as in Criterion 3.2) and cover all activities such as analysis, monitoring, feedback and use of survey results for the next planning periods. The activities are expected to be conducted by the end of February 2020 (Employer survey, Alumni survey etc.). Besides, FOB will cooperate with the Student Relations Office to organize competitions in which students can apply their business leadership knowledge and practice leadership skills to do the project such as Biz Talent Contest. - Improve the internal assessment in Macro-economics by revising the individual assignments. - Statistics and Data Processing course has been replaced by a new course (Business Decision Making). This change has motivated students to learn Business Maths. Therefore, the external assessment results are better than the previous ones. However, it is not clear whether the FOB unit uses learning outcomes assessment results to improve its educational process. Therefore, there is an opportunity to connect both inbound and outbound assessment results to student learning outcomes on the program level, as well as on the course level. Institution Comment FOB has mapped the general Program Learning Outcomes (PLO) to Course Learning Outcomes (CLO). Besides, under the pressure to keep up with trendy contents in business areas, FOB has also reviewed and updated the course learning outcomes on a regular basis. Nevertheless, the FOB has not subsequently made changes in PLOs based on the updated CLOs. In fact, FOB has taken learning outcome assessment for some outcomes as mention in the comment of criteria 4.1 and some improvement was done. In 2020, FOB will systemize the PLOs and CLOs matrix so that the PLOs can be automatically updated whenever the CLOs are updated and vice versa. FOB is going to analyze learning outcome assessment result totally to improve its education process. The FOB unit may need better documentation of the professional qualification of professionally qualified faculty teaching business courses to improve the effectiveness of the HR planning process and faculty deployment. Institution Comment Due to the misunderstanding about the AQ Faculty Ratio definition so there is a considerable difference in the ratio. Based on the "ACBSP standards and Criteria" (page 33) FOB has calculated the AQ and PQ ratio by teaching hours of AQ and PQ faculty members. According to that method, the FOB has met the requirements of AQ and PQ faculty accounting for above 40% of teaching hours (as shown in the report). However, based on the calculation of the site-visit team, the AQ and PQ ratio is based on number of faculty members. According to that method, the current ratio of AQ lecturers is 33% (4/12). Currently, there are 12 faculty members including 4 AQ faculty members. The FOB has updated the CVs to clarify their professional experiences. As has been reported, the FOB has 7/8 faculty members who are professionally qualified. All CVs of 7 PQ faculty members can be found in the sources. Therefore, up to now the overall AQ and PQ ratio is 4/12(33%)+ 7/12(58%) = 91%, meets the requirement of ACBSP (80%). Commissioner Comment There is no Commissioner note or condition. The FOB unit has an opportunity to improve the effectiveness of the HR planning process and faculty deployment, address faculty and staff turnover, and to design its strategic HR plan to maintain academically and professionally qualified faculty. Institution Comment The current process of HR planning and resource allocation is fundamentally in line with the operations of the FOB. However, the implementation and content of the process will be updated and improved to enhance the processes’ effectiveness: 1. In order to enhance the effectiveness of processes, leaders of the FOB, department heads and relevant departments such as the HR Department, QA Department will strictly comply with every step of the process, especially in the HR planning for the Academic Year and semester. 2. The approved actions plan for full time and part time faculty recruiting for the next semester will be ensured at least 3 months before the new semester starts. 3. The expected number of lecturers recruited has to be 1.5 to 2 times more than the actual number of lecturers recruited in case the candidate expected to sign a contract refuses the job offer due to personal reasons. 4. The recruitment of lecturers for the new semester will be completed at least 3 weeks before the new semester starts. 5. The expected allocation of faculty for the next semester will be sent to the current faculty members 3 weeks before the new semester starts and the final version shall be sent to the lecturers 10 days before the new semester. FOB implements the following measures to mitigate turnover risks and constant changes regarding part time faculty members: 1. Improve the effectiveness and efficiency of the lecturer planning and recruitment process, FOB will act as follow: 1.1 Earlier plans for connecting, interviewing, finalize and training before the semester plans; 1.2 Optimize the teaching schedule to fit with their personal expectation 1.3 Offer non-teaching activities: Curriculum/Course development, Research/Project. These activities are aiming to promote the career paths and increase their incomes. 2. Allocate full time faculty members from other international partner units with FPT Education (Greenwich Vietnam, Swinburne Vietnam) to be part time faculty members f at the FOB and be entitled to the same teaching load and policies as full time of the FOB. 3. Increase the number of candidates for part time positions and prioritize to sign the labor contract with candidates who are AQ Faculties and have high commitment as well. 4. FPT University has applied research policy to award part time faculty members for international (ISI/Scopus) and local publications. 5. Plan to consider and increase the wage rate (per hour) for both full time and part time faculty members in 2020. FOB plans to increase AQ faculty members in 2020 as follows: - In Spring 2020 semester (January to April) , one full time lecturer who has received PhD degree (Dr. Nguyen Thi Mai Lan) will come back to teach three courses in Corporate Finance major (Please refer to evidence file for Dr. Mai Lan's qualification). In addition, FOB will recruit one AQ faculty member. Thus, the ratio in Spring 2020 semester is estimated to be 42.9% (6/14). - In Summer 2020 semester, FOB will recruit two AQ faculty members to reach a ratio of 46.7% (7/15). FOB has other full time faculty members who are PhD candidates expecting to complete their degrees in 2021. So, this AQ ratio is going to gradually increase over time. Therefore, the FOB unit may review the number of academically and professionally qualified faculty to support its HR planning process, faculty deployment, and faculty workload, which may enhance student learning. Institution Comment The following activities are proposed in order to improve the AQ ratio: - The university decided from the beginning of 2019, upto 20% online courses are in place of face-to-face courses. These online courses are by Coursera (coursera.org) and other top-of-the-world universities/providers. This helps us to keep up with the rapid changes of university courses, promote the student’s active learning, and reduce teacher teaching load. - In terms of near future plan, in Spring 2020 semester, FOB is recruiting one AQ faculty and 2 PQ faculty members. In Summer 2020 semester, we recruit 2 more AQ faculty members and 2 PQ faculty members. - As all leaders of the FOB are academically qualified, the following activities are proposed in order to improve the AQ ratio: Leaders co-teach at least one advanced course per semester; Leaders teach selected topics' in any course; Leaders supervise at least one capstone project per semester; Leaders are in charge of institutional project with students or mentor students' startup projects.
